Clause 17, page 10, line 13, leave out ("without the consent of") and insert ("except with the consent of the Secretary of State or in accordance with any general authority given by")

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 36. This Amendment provides that consents by the Secretary of State to acquisitions by the Agency or their subsidiaries may take the form of a general authority. Such an authority could be used to free the Agency or their subsidiaries from the need to refer certain classes of acquisitions to the Secretary of State for approval, even though they would be technically subject to the controls of Clause 17. It follows Amendments made by noble Lords to the Industry Bill and the Scottish Development Agency Bill.
