My Lords, the purpose of my Motion is to enable the County of South Glamorgan Bill, which started in this House, to continue its progress in Parliament in the next Session. The next stage of the Bill will be Third Reading; and it is no fault of the Promoters that it has not got further in this Session. I beg to move the Motion standing in my name on the Order Paper.

Moved, That the Promoters of the Bill have leave to suspend any further proceedings thereon, in order to proceed with the Bill, if they think fit, in the next Session of Parliament, provided that notice of their intention to do so be lodged in the Office of the Clerk of the Parliaments not later than three o'clock on the day before the close of the present Session, and that all fees due thereon up to that period shall have been paid;

That such Bill shall be deposited in the Office of the Clerk of the Parliaments not later than three o'clock on the third day on which the House shall sit after the commencement of the next Session of Parliament, with a declaration annexed thereto, signed by the Agent, stating that the Bill is the same in every respect as the Bill at the last stage of the proceedings thereon in this House in the present Session;

That the proceedings on such Bill shall in the next Session of Parliament be pro forma only in regard to every stage through which the same shall have passed in the present Session, and that no new fees be charged to such stages;

That the Standing Orders by which the proceedings on Bills are regulated shall not apply in the next Session of Parliament to such Bill in regard to any of the stages through which the same shall have passed during the present Session.—(The Earl of Listowel.)

My Lords, on a matter of elucidation, the noble Earl the Chairman of Committees may be aware that this matter affecting the South Glamorgan Council has much wider implications. May I ask him whether he is aware that I and other noble Lords have received submissions from other local authorities? I have received some from the County of Durham and from several other local authorities in that area. Can the noble Earl elucidate for us why this Bill has been delayed? Is it because of some fault on the part of the Promoters, or because of congested legislation? Also, can he say whether all the local authorities which are likely to be concerned with the implications of this matter have been informed of the delay?

My Lords, the noble Lord will be aware that it is quite frequent practice in your Lordships' House to carry over Private Bills from one Session to another, and that in this case the Committee stage lasted for 21 days.
