My Lords, before the House parts with this measure, may I express my gratitude to the noble Baroness, Lady Elles, for undertaking the responsibility for seeing this highly technical and difficult Bill through the House so successfully. I know of the other burdens on her time and I am sure that the House will wish to join with me in expressing our gratitude to her for having undertaken this task so successfully.
