§ Baroness BIRKMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 3. With your Lordships' permission, I will speak to Amendment No. 7 at the same time. These Amendments place it beyond doubt that where certificates specified in the legislation have annexes which include detailed drawings and descriptions, or other instructions, the certificates must be accompanied by their annexes.
