My Lords, I beg to move the first of the two Motions standing in my name on the Order Paper relating to the Emergency Powers Act.

Moved, That an Humble Address be presented to Her Majesty, thanking Her for Her Most Gracious Message communicating to this House Her Declaration that a State of Emergency exists.—(Lord Windlesham.)

On Question, Motion agreed to: the said Address to be presented to Her Majesty by the Lords with White Staves.
