§ THE LORD CHANCELLOR (LORD HAILSHAM OF SAINT MARYLEBONE) rose to move, That if a Land Compensation (Scotland) Bill, to re-enact in the form in which they apply to Scotland the provisions of the Land Compensation Bill, is introduced and read a second time, it be referred to the Joint Committee on Consolidation etc. Bills. The noble and learned Lord said: My Lords, the purpose of this Motion is to allow a Land Compensation (Scotland) Bill, which my noble friend Lord Polwarth intends to introduce in the near future to be referred to the Joint Committee on Consolidation Bills immediately after Second Reading. As your Lordships will see from the terms of the Motion, the purpose of the proposed Bill is to re-enact in the form in which they apply to Scotland the provisions of the Land Compensation Bill which is today completing its final stages in Parliament. The procedure that I am commending to the House was last used in 1959 when my predecessor, Lord Kilmuir, moved a Motion for the Town and Country Planning (Scotland) Bill similar to the one that I have just moved. I am sure your Lordships will agree that it is 1099 desirable from the point of view of the practitioners in this branch of law in Scotland that this proposed new Bill should be enacted as soon as possible. The procedure proposed today will I think contribute to its speedy passage. I would add that if your Lordships agree this Motion today, as I hope you will, it will have to be proposed and agreed to in another place as well. I beg to move.
