§ LORD ABERDAREMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 62. I am grateful for what the noble Baroness, Lady White, has just said. This Amendment carries a slight stage further and makes a duty of what had only been a power when the Bill left this House.
