[No. 61] Clause 35, page 37, line 34, leave out "proper" and insert "reasonable".

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 61. This Amendment meets an Opposition Amendment which was accepted in another place. It empowers a Commissioner to investigate outside the time limit if he considers it "reasonable" to do so rather than "proper" to do so.
