Clause 35, page 37, line 34, leave out "proper" and insert "reasonable".
§ LORD ABERDAREMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 61. This Amendment meets an Opposition Amendment which was accepted in another place. It empowers a Commissioner to investigate outside the time limit if he considers it "reasonable" to do so rather than "proper" to do so.

§ BARONESS WHITEMy Lords, again as this was a clause in which I took a very special interest I should like to say that both this and the next Amendment are entirely acceptable to us.
