Clause 11, page 11, line 16, leave out from "property)" to "and" in line 17.

Clause 11, page 11, line 18, leave out from "require" to end of line 26 and insert the modification or alteration of any aircraft, or of any of its apparatus or equipment, or the installation of additional apparatus or equipment, or prohibit any aircraft from being caused or permitted to fly without some modification or alteration of the aircraft or its apparatus or equipment or the installation of additional apparatus or equipment.

My Lords, I beg to move that this House doth agree with the Commons in their Amendments No. 8 and 9. Amendment No. 8 results from a suggestion made in another place that the purpose of subsection (5) of Clause 11 of the Bill might be expressed more clearly and concisely. Subsection (5) is an important provision because it ensures that the limitations of the scope of directions which have been carefully written into Clause 9 are not by-passed by a general direction under Clause 11. This also was a matter which was criticised by your Lordships, and I hope that you will welcome this Amendment too. I should say that the Amendments do not alter the substance of the provisions in the clause; they merely provide a form of words which is shorter and perhaps a little clearer than was given in the original draft.
