EARL JELLICOE rose to move, That a Committee of eleven Lords be appointed to consider the demand for facilities for participation in sport and in the enjoyment of leisure out-of-doors, and to examine what impediments may exist to the fuller use of existing facilities or the development of new ones, and how they might be removed:

That the Lords following be named of the Committee:

That the Committee have power to appoint Sub-committees and to refer to such Sub-committees any of the matters referred to the Committee; and that such Sub-committees have power to appoint their own Chairman:

That the Committee and any such Subcommittee have power (a) to send for persons, papers and records; and (b) to adjourn from place to place; that the Committee have leave to report from time to time; and that any such Subcommittee have leave to report to the Committee from time to time:

That the Committee have power to appoint persons with specialised knowledge for the purposes of particular enquiries, either to supply information which is not readily available, or to elucidate matters of complexity within the Committee's order of reference:

That the Minutes of Evidence taken before the Select Committee on Sport and Leisure in the last Session of Parliament, and the memoranda submitted to that Committee be referred to the Committee:

That the evidence taken before the Committee and any such Sub-committee from time to time he printed, but that no copies he delivered out except to members of the Committee and to such other persons as the Committee think fit, until further order.

The noble Earl said: My Lords, I beg to move the second Motion standing in my name on the Order Paper. I did not say anything in moving the first Motion because the purpose of it was explained to your Lordships' House at the end of our Business yesterday evening. The purpose of this Motion is that the members of the Committee, which I think is an important Committee, have asked that it may be set up again this Session so that it may conclude the taking of evidence and writing its Report. There has been no change in the Committee, save that the noble Lord, Lord Diamond, has resigned from it and has been replaced by his noble friend Lord Greenwood of Rossendale.

Moved accordingly, and, on Question, Motion agreed to.
