Clause 16, page 15, line 7, at end insert—
( ) In subsection (4) of section 16 of that Act (which makes provision for the Ministers by order to approve, modify or revoke a scheme) after the words 'Ministers by order' there shall be inserted the words 'after consultation with such persons or organisations as appear to the Ministers to represent the interests concerned'.
EARL FERRERSMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 13. An undertaking having been given in this House that the proposed levy arrangements will not be used without the agreement of cereals growers and buyers, the Amendment puts the matter beyond doubt and its acceptance by the Government underlines our genuine desire to proceed only after proper consultation. I beg to move.
