My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government when the regulations for the implementation of the Immigration Act passed last year are to be published.

THE MINISTER OF STATE, HOME OFFICE (VISCOUNT COLVILLE OF CULROSS)

My Lords, as my honourable friend announced in another place on July 27, it is proposed to bring the remaining provisions of the Immigration Act 1971 into operation on January 1, 1973. The immigration rules and the statutory instruments to be made under the Act and which are to be laid before Parliament will be laid in good time before then.

My Lords, I should like to thank the Minister for that reply. May I ask if he recollects that when the Bill was passing through this House a promise was given that police control of non-patrial immigrants would not be applied, despite the clause in the Bill? Can the Minister say when the regulation dealing with that matter is likely to be published?

My Lords, I am afraid that I have not re-read all the speeches on the Bill made in this House. If there is a regulation to be laid on this matter—and I am not sure of the exact details to be covered by all the regulations—it will be laid in good time so that it may be studied. It will probably not be laid before the House rises; but this may be dealt with in September, or possibly October.
