My Lords, I rise to move that this Bill be now read a second time. It is, I am happy to say, a pure Consolidation Bill, which consolidates the enactments relating to summer time. The only unusual feature is that these are revived enactments. They revived on October 31 this year when Sections 1 to 3 of the British Standard Time Act 1968 expired. The principal enactments now revived provide for time to be advanced by one hour in advance of Greenwich mean time during the period of summer time, and for Her Majesty to direct, by Order in Council, that summer time shall be extended for such period as the Order shall specify, or for double summer time. This Bill will of course go to the Joint Committee who will examine it with their usual thoroughness; and I beg to move that it now be read a second time.
