§ THE LORD CHANCELLORMy Lords, I beg to move that this House doth agree with the Commons in their Amendments Nos. 3 and 4. Amendment No. 3 is necessitated by, and consequential upon, the passage of Section 23 of the Highways Act 1971, which has overtaken this measure on its way through Parliament, and Amendment No. 4 covers the same point.
