THE PARLIAMENTARY SECRETARY, MINISTRY OF HOUSING AND LOCAL GOVERNMENT (LORD KENNET)

My Lords, the purpose of this particular Order which I commend to the House, is to maintain broadly the coverage of the rate-rebate scheme. The House has already approved in February this year a corresponding Order for Scotland. Since this is an unusual day in the life of this Parliament, I do not propose at this moment to go any further into this matter, in the belief that the House will already know what this is about and approve the purpose of it. If, however, any noble Lord would like any more background detail or information, I stand ready to give it. I beg to move.
