My Lords, in moving the first Amendment to this Bill may I say that the explanation I gave in respect of the first Amendment to the Walsall Corporation Bill and the first two Amendments to the West Bromwich Corporation Bill applies exactly to this Amendment. Therefore I will not repeat my explanation. I beg to move.

Page 3, line 3 at end insert— ("(3) The following provisions of this Act shall be deemed to have come into operation on the 30th September, 1969:

  1. (a) Part IV (Transport);
  2. (b) so much of section 202 (Repeal) and of Schedule 6 as provides for the repeal of enactments relating to the transport undertaking; and
  3. (c) so much of any other provision in this Act as relates to matters referred to 1603 in paragraphs (a) and (b) of this subsection.
