THE EARL OF LISTOWEL

My Lords, with the permission of your Lordships I shall move Amendments Nos. 1 and 2 together. They are both Amendments of substance and they cover exactly the same ground as the one Amendment of substance which I moved to the previous Bill. The explanation I gave of that Amendment in the case of the Walsall Corporation Bill applies to the first and second Amendments to this Bill. I beg to move.

Page 2, line 44 at end insert:— ("(2) The following provisions of this Act shall be deemed to have come into operation on the 30th September, 1969:—

  1. (a) Part IV (Transport);
  2. (b) so much of section 168 (Repeal) and of Schedule 4 as provides for the repeal of enactments relating to the transport undertaking; and
  3. (c) so much of any other provision in this Act as relates to matters referred to in paragraphs (a) and (b) of this subsection.

My Lords, the last Amendment is one of substance and is peculiar to this Bill. The Promoters wish to omit the clause which imposes an obligation on the returning officer to send official poll cards to electors in their local elections. They wish to give it up on the ground of the expense it would entail. I believe it would run them into a cost of several thousands of pounds. I beg to move.
