My Lords, this Amendment removes what some people thought was a possible ambiguity in the wording of Clause 13. It is made clear by the Amendment that the Secretary of State's regulation-making powers under Clause 13 are without prejudice to his earlier powers under the Bill; but they are not, of course, without prejudice to the powers of the local authority. I beg to move that this House doth agree with the Commons in their Amendment No. 8.
