My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That it be an Instruction to the Committee of the Whole House to whom the Housing Bill has been committed that they consider the Bill in the following order, viz.:—

My Lords, before the Motion is put, may I draw attention to the state of the Benches opposite and ask my noble friend whether he thinks that this Bill can receive proper and mature consideration with so many members of the Conservative Party absent?

Lord SHACKLETON

My Lords, I do not think that we can debate this. I think my noble friend has got all he can out of this situation, but it is noteworthy.

Lord DRUMALBYN

My Lords, may I say that at the appropriate moment my noble friends will be present to take a very full part; but that moment is not yet.
