My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether, when an unstamped letter is delivered, the recipient to whom it is addressed is required to pay double charge for first-class or for second-class mail; and whether such unstamped letters are treated within the Post Office as first-class or second-class letters.]

My Lords, the charge to be paid on an unstamped letter is double the second-class rate; these letters are treated within the Post Office as second-class letters.
