[No. 8] Clause 45, page 41, line 15, at end insert ("except that Parts III and IV of Schedule 3 shall come into force on such day as the Minister may by order, made by statutory instrument, appoint and such an order shall not be effective until approved by a resolution of each House of Parliament.")

The Commons disagreed to this Amendment for the following Reason:

Because it is desirable that all the provisions of the Schedule should take effect as soon as possible.

I beg to move that the House doth not insist on its Amendment (No. 8) to which the Commons have disagreed. This was an Amendment introduced by Lord Chesham, I think for the main purpose of enabling consultations to take place between himself and myself about the interests of the motoring organisations in the "roads used as public paths" provisions of the Bill. These consultations have now taken place, and I believe I am right in saying that all difficulties have been removed.
