[No. 7] After Clause 26, insert the following new Clause

Wheeling of pedal bicycles on footpaths

". Any member of the public shall, subject to any orders made by a local authority, and to any byelaws, have the right to wheel a bicycle, not being a motor vehicle, on any footpath." The Commons disagreed to this Amendment for the following Reason: Because of lack of evidence of need for legislation on this subject.

My Lords, I beg to move that this House doth not insist on its Amendment (No. 7) to which the Commons have disagreed. As the noble Lord, Lord Brooke, has said, this hangs together with the last two Amendments.
