My Lords, with your Lordships' permission, I ask leave to move this Amendment, but to speak to a large number of Amendments.

LORD DRUMALBYN

My Lords, if I may interrupt the noble Lord, may I suggest that we treat stamp duties separately from fees? One is under the control of the Board of Trade, and the other is not. This would mean, I think, that Amendments 109 and 112 should be taken together. We have no objection to these Amendments and are prepared to take them formally.
