My Lords, I beg leave to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they are considering the necessary legislation to prohibit British flag vessels taking part in North Vietnam trade.]

My Lords, Her Majesty's Government do not, in the circumstances existing, consider that legislation would be appropriate.

My Lords, I am grateful to the noble Lord for that reply which I welcome very much. I assume that that Answer would apply also to Cuba. Is it to be deduced that the Government now realise the uselessness of all these trade restrictions, such as embargoes and sanctions and others, and that they are unfruitful? Will the noble Lord answer my point about Cuba?
