§ LORD SHEPHERDMy Lords, I do not wish to delay the House, but the explanation is simple. I understood that there was a desire from the noble Viscount's Bench that a statement to be made in another place should be repeated here. Unfortunately, the statement in another place arises from an oral Question, and it is the usual practice to get over the difficulty by having a Private Notice Question here, and I was anticipating one. I mention it merely to ensure that at later dates we shall not be in difficulties in making in this House statements arising from Questions in another place.
