§ To ask Her Majesty's Government whether they are now in a position to publish the Report of the Steering Committee of the 1953 Conference on Federation, referred to by Sir Roy Welensky in his speech of December 19, 1962, in the Federal Assembly; and, if not, whether they agree with his assertion that a pledge was then given by Her Majesty's Government that no amendment would be made to the Federal Constitution without the consent of the Federal and Territorial Governments.]
