My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what is delaying the appointment of a chairman for the new British Waterways Board, whose vesting date is now close upon us.]

THE PARLIAMENTARY SECRETARY, MINISTRY OF TRANSPORT (LORD CHESHAM)

My Lords, my right honourable friend is concerned to find the best available man for this important appointment. He hopes to announce the appointment soon.

My Lords, is not one of the troubles that he is suffering under the remarkable shortage of executives of sufficient calibre and experience in this very specialised industry who agree with the Minister's policies?
