They close a possible loophole, and prevent substantial quantities of liquor from being sold to a resident for off-consumption by adding a sandwich and calling the consignment a picnic meal. I beg to move that this House doth agree with the Commons in the said Amendment.

§ LORD STONHAMMy Lords, so far as Amendment No. 8 is concerned, there appears to be a printing error. It does not make sense unless you add after the words, "as an ancillary", the word "to". It must mean as an ancillary to a meal. It just cannot be that a drink when you are having some solid food is an ancillary meal. Perhaps the noble Lord would like to amend the Amendment.

as an ancillary, a meal supplied at, but to be consumed off, the premises".I think that is all right.
