THE EARL OF SCARBROUGH

My Lords, I have the honour to present to your Lordships two Messages from Her Majesty the Queen, signed by her own hand. The first is as follows:

"I have received your Address praying that the International Coffee Organisation (Immunities and Privileges) Order, 1962, be made in the form of the draft laid before your House.

"I will comply with your request."

The second is in these terms:

"I have received your Address praying that the provisions of the Statutory Orders (Special Procedure) Act, 1945, be applied to the Orders hereafter to be made under the enactments mentioned in Schedule 1 to the Draft Statutory Orders (Special Procedure) (Substitution) Order, 1962, laid before your House, in substitution for the provisions in those enactments providing that such Orders should be provisional only and should not have effect until confirmed by Parliament.

"I will give directions accordingly."
