THE MINISTER WITHOUT PORTFOLIO (THE EARL OF DUNDEE)

My Lords, under the Insurance Contracts (War Settlement) Act, 1952, Her Majesty's Government are empowered by Order in Council to give legal effect to agreements made with foreign Governments in respect of contracts of insurance made between persons in Great Britain and persons in countries who became enemies in the late war. These agreements in practice give effect to agreements which have already been concluded between the insured and the insurers themselves. The Orders have already been passed some years ago for Italy and Finland. The agreement with Federal Germany has taken a little longer, and it is embodied in this Order. I beg to move.
