My Lords, I beg to move that this House doth agree with Commons Amendment No. 31, and may I, with your permission, include also No. 32? This clause provides local authorities with powers to deal with petroleum storage tanks which are no longer in use so that they may be made safe. The purpose of this Amendment is to avoid any overlap of jurisdiction in areas for which dock and harbour authorities are responsible. Those bodies are the licensing authorities under the Petroleum (Consolidation) Act, 1928, for dock and harbour areas, and it is clearly desirable that they, rather than the local authorities, should deal with this particular problem in their own areas. I beg to move.
