§ LORD FORBESMy Lords, this Amendment deals with penalties. Clause 5 empowers the Commission to require owners to make returns of the numbers of red deer killed. The present penalty for failure to make a return or for making a false return is £20. The Amendment provides for a penalty of £50, or three months' imprisonment, or both, upon a second or a subsequent conviction. I beg to move that this House doth agree with the Commons in the said Amendment.
