Clause 3, page 2, line 38, after ("matter") insert ("relating to the purposes of this Act").

My Lords, this is a clarifying Amendment. It makes it quite clear that my right honourable friend the Secretary of State may obtain advice from the Commission only on matters relating to the purposes of the Bill. It was never the intention that my right honourable friend should be able to ask advice from the Commission on matters not relating to the purposes of the Bill. I beg to move that this House doth agree with the Commons in the said Amendment.
