My Lords, with the permission of the House, I should like to make a brief statement about the Question answered by the noble and learned Viscount the Lord President of the Council yesterday. This followed a correspondence with the Lord President which I thought was closing the incident. My speech in the House on July 13 was made in good faith and in the belief that I was correctly representing what I had been told. If, as I understand, the person concerned says that I got a wrong impression of what he intended to convey, I will not challenge his statement.

My Lords, I think the House would wish to accept that from the noble Lord. I do not think anyone who has known the noble Lord as long as I have, or indeed anyone in this House, would ever suppose that he acted otherwise than in excellent faith, and I am very glad, for my part, to say that I have never thought anything else.
