had given notice of his intention to ask the following Question:

[To ask Her Majesty's Government whether certain new regulations are contemplated governing waiting cars during the Christmas period; if so, what will be the position of residents within the area and members of the medical profession who must use their vehicles during the course of their daily work; whether it is intended that any such regulations will be applied to heavy commercial vehicles and other trade vehicles; and whether it is intended that the unrestricted circulation of such vehicles, and the consequent congestion, shall be permitted during daylight hours and during the period indicated.]

The noble Earl said: My Lords, this Question was placed on the Order Paper a fortnight ago, before the official plans of the Minister were known. Having regard to the wonderful success so far of the Minister's "Pink Zone", I do not propose to ask it.
