My Lords, I should like to say quite shortly that this Bill began in another place, and I think we should be grateful to Sir Hugh LucasTooth for the work he did in explaining the Bill. I am sure he did it much better than I did. Without any further delay, I beg to move that this Bill be now read a third time.
