My Lords, I beg to ask the second Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether, before the areas to be subjected to the parking meter scheme are extended, the approval of Parliament will be sought.]

LORD MANCROFT

My Lords, the procedure to be followed before parking meters can be introduced is laid down in the Road Traffic Act, 1956. Under Section 24 (5) of that Act, Orders authorising the use of parking meters in the Metropolitan Police District and the City of London are subject to annulment in pursuance of a Resolution of either House of Parliament. Under Section 24 (4), however, an Order extending the provisions of the Act to any other part of the country is of no effect unless approved by the Affirmative Resolution of both Houses.
