Order of the Day for the Second Reading read.

My Lords, on behalf of my noble friend, Lord Selkirk, I beg to move that this Bill be now read a second time. This is the usual Bill that your Lordships receive at this time of year, but on this occasion there is a change from the traditional form. We are abolishing the limit of 3 per cent. interest payable on Ways and Means advances. This is to conform with the market rates of money, as 3 per cent. is no longer realistic.
