Order of the Day for the Second Reading read.

My Lords, in rising to move the Second Reading of this Bill, I only want to say briefly that it has already passed all stages in another place. The purpose of the Bill is to substitute a new board of trustees for the board established in the reign of Queen Elizabeth I. The new governing body, composed of trustees living in the locality will be better able to take an active part in the administration of the charity. It is the dissolution of this ancient corporation that requires the authority of Parliament. The Scheme has been published and no objection has been received.
