§ LORD STRATHCLYDEMy Lords, these Regulations are on the same lines as the Civil Defence (North of Scotland Hydro-Electric Board) Regulations, 1954, which were approved by Affirmative Resolution in your Lordships' House on March 23, 1954. Their purpose is similar. They give the Secretary of State the same powers in relation to the South of Scotland Board as he has in relation to the Hydro-Electric Board and as the Minister of Fuel has in relation to the Central Electricity Authority and the Area Boards in England and Wales. These Regulations enable the Secretary of State to issue instructions to the South of Scotland Electricity Board about the measures they should take to safeguard the due functioning of their undertaking in the face of hostile attack, and to call for reports, and they empower him to pay a grant towards the expenses incurred by the Board on such measures as he, with the consent of the Treasury, may approve.
