§ LORD MANCROFTMy Lords, these Regulations are of exactly the same substance as those which your Lordships have just approved, except that they apply to Scotland. On behalf of my noble friend Lord Strathclyde, I beg to move that the Regulations be approved.

§ EARL WINTERTONMy Lords, when I was a Member of another place I took considerable interest in police matters, and I was for a short time assistant Minister at the Home Office. I merely want to say that I am delighted, as I am sure all those who have the welfare of the police at heart are, with these two sets of Regulations, one of which has just been passed by your Lordships and the other of which we are in the process of approving. I only hope that the good work will not end there, because the more one examines this matter the more one is certain that one of the difficulties in getting sufficient police is the conditions under which they work. However, the Government arc to be congratulated on the amelioration they have made in respect of this particular matter and other matters in the last few months and years.
