Page 10, line 40, at end insert— ("(9) As respects any harbour in the United Kingdom, subsections (1), (2), (5) and (8) of this section shall have effect in relation to arrangements for disposing of oil residues discharged or deposited by vessels using the harbour's oil reception facilities, and to the making of such arrangements, as those subsections have effect in relation to oil reception facilities and the provision of such facilities.")

As the first and third Amendments on Clause 8 fall together and are not much more than clarification I will take them together, if I may. The clause as drafted already gives harbour authorities power to make arrangements for the disposal of oil residue. It also gives the Minister power to order them to make such arrangements. It is not only necessary to have facilities for ships to dispose of their oil residues, but also subsequently to dispose of this oil residue itself. These Amendments make it quite clear that the harbour authorities have such power, and that the Minister may direct them to provide arrangements for disposal of this oil residue, just as he can also give directions for the provision of facilities. I beg to move that this House doth agree with the Commons in these Amendments.
