My Lords, this Amendment has resulted from discussions with the River Boards' Association. The clause deals with prosecutions. Under the Bill as printed, the Minister, or a person authorised by him, may prosecute in respect of a discharge of oil from a ship. This Amendment extends this power and enables the prosecution to be instituted by the Minister or person authorised by him in respect of discharges either from a ship or from a place on land. I beg to move that this House doth agree with the Commons in this Amendment.
