My Lords, Clause 8 deals with the extension to other classes of business of the registration system. The 1938 and 1950 Acts also contain other registration provisions— namely, the registration of premises where artificial cream is manufactured and the registration of margarine factories. These registrations are non-revocable and are, in fact, no more than the compilation by the food and drugs authority of lists of the places where these foods are manufactured. The provisions go back a long way and were originally designed to prevent fraudulent dealings in margarine and in artificial cream. They serve no useful purpose, as the premises in question are all well-known to the local authority and are listed in their card indexes of food premises. It has accordingly been decided to dispense with these registrations. The Amendments which do this are those made to the Second Schedule. The Amendment above and the following Amendment remove some words from Clause 8 which were necessary so long as the registration of margarine factories was continued. The other Amendments are consequential and I will deal with them in their proper place. I beg to move that this House doth agree with the Commons in the said Amendment.
