My Lords, when it is proposed to extend registration to new classes of business, the order which does this must provide that the registration shall not become effective until an appropriate future date, so as to give the local authority time to effect the registration of existing businesses. The clause goes on to say that the order may exclude or restrict the power of the local authority to refuse the registration of premises existing on the operative date. This Amendment requires that the order shall exclude or restrict such a power. It is the Government's intention to give due protection to existing businesses. I hope your Lordships will accept this Amendment. I beg to move that this House doth agree with the Commons in the said Amendment.
