My Lords, before we proceed to the Business on the Order Paper, there are two matters which I have been asked to bring to your Lordships' attention. The first is to inform the House that the hour of the Royal Commission this evening has been postponed from 6 o'clock to 6.30.

The second is to inform those of your Lordships who have given notice that they intend to witness the arrival of Her Majesty the Queen and His Royal Highness the Duke of Edinburgh from the enclosure on the Embankment that the police authorities advise that cars should approach via Millbank and park in Old Palace Yard. Windscreen labels are not being issued. I am also asked to say that the Refreshment Department of this House will not be open for lunch.
