My Lords, I beg to ask the second Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they can say which countries are exporting, or intend under trade agreements to export, rubber to Russia and to China respectively.]

LORD MANCROFT

My Lords, so far as I am aware no country now controls the export of rubber to Russia which may, therefore, get its supplies from any producing country or entrepôt. There is, however, an embargo on exports to China from the United Kingdom and dependent territories in accordance with the United Nations Resolution of May 18, 1951. Ceylon is exporting to China under an agreement of December, 1952. Indonesia and Burma also have agreements with China which include rubber among the commodities which may be supplied.
