§ LORD MANCROFTMy Lords, on behalf of my noble friend Lord Home, I beg to move that these Scottish Regulations, which I understand are, to all intents and purposes, the same in principle as the English Regulations, also be approved.

§ LORD MATHERSMy Lords, I rise to say that I know that these Regulations have been the subject of negotiations between the Government representatives and representatives of those who are affected by them, and I have knowledge of the extreme care with which the representatives of the workers and professional people carry out their duties. I am also satisfied that these complicated Regulations are worthy of adoption by this House. Reference has been made to the difficulty of understanding all these Regulations. I have had experience in dealing with superannuation regulations in connection with myself and colleagues of mine, but I do not pretend to be able to fathom all of these. It is too much to expect one to grasp fully the contents of thirty-seven pages of Regulations and one page of an explanatory note. The only question that I would put to the Minister is whether these complicated Regulations will, like the others that he has already moved to-day, be the subject of a simple explanation which will be communicated to the people affected by them. Apart from that question, I have no points to raise with regard to these Regulations.
