§ LORD SHEPHERDMy Lords, I rise to ask whether consultations have taken place between the Minister, on the one hand, and the unions and the organisation representing local government officers, on the other hand, on the proposals contained in these Regulations, and whether agreement has been reached thereon?
§ LORD MANCROFTI think I can give the noble Lord the assurance he wants. Consultations were held with all the bodies concerned and with the T.U.C. I can say that general agreement on all major principles was obtained, although it would not be true to say that agreement on every single point was obtained—that would be asking too much with so 126 many organisations involved. I can assure the noble Lord that general agreement was obtained.
