My Lords, I beg to move that these Regulations be approved.

Moved, That the Local Government Superannuation (Benefits) Draft Regulations, 1954, reported from the Special Orders Committee on the 7th instant, be approved.—(Lord Mancroft.)

My Lords, I rise to ask whether consultations have taken place between the Minister, on the one hand, and the unions and the organisation representing local government officers, on the other hand, on the proposals contained in these Regulations, and whether agreement has been reached thereon?

LORD MANCROFT

I think I can give the noble Lord the assurance he wants. Consultations were held with all the bodies concerned and with the T.U.C. I can say that general agreement on all major principles was obtained, although it would not be true to say that agreement on every single point was obtained—that would be asking too much with so many organisations involved. I can assure the noble Lord that general agreement was obtained.
