My Lords, I beg to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether the Carnegie United Kingdom Trust is administered by the Ministry of Education, and, if not, by whom is it administered; for what objects are the funds administered and whether any restrictions on their use have been imposed during the last two years.]

My Lords, the Carnegie United Kingdom Trust is not administered by the Ministry of Education but by Trustees appointed under a Royal Charter. The object of the Trust is the improvement of the well-being of the masses of people in Great Britain and Ireland. The disposal of the funds of the Trust is entirely at the discretion of the Trustees.

My Lords, in thanking my noble friend for that most informative reply, I should like to ask whether there is any special reference in the Trust Deed to the application of the funds for the building of village libraries or village halls?

My Lords, I am afraid that I am not familiar with the Trust Deed itself, but the noble Lord can look at it. It is a private document which anyone who so desires can see.
